The human eyes are trichromatous, perceive the three basic colors, red, blue and green and, combining them, reproduce reality.
Studies show that cats and dogs are dichromatic, they don’t pick up red, but they pick up blue and yellow.
WHAT DOGS SEE WHEN THEY WATCH TV
Dogs detect movement at a different frequency than we humans do. The following occurs: the human eyes create the illusion of movement when they contemplate between 15 and 20 images per second, as a result, 24 images per second are broadcast on television; however, dogs would need at least 70 images per second to perceive this same movement.

they are less interested in television than dogs. In fact, they consider that only if they perceive a prey in it. So it may be that if a cat sees, for example, a bird on television, its reaction is to throw itself at it.
CONCLUSION
We can’t know 100% of what dogs and cats see on TV, but they certainly don’t see what we see. They don’t understand television images like we do. Mainly because the television emits static pictures that go at a speed of 24, 50 or 60 images per second. Your vision is completely different and your eyes/brain is not able to receive and interpret these images.
